Topteller Terms, Privacy Policy, and Service Disclaimer

Topteller is a digital services platform that supports wallet funding, airtime, data, betting wallet funding, cable TV, electricity, CAC support services, educational PIN products, bulk SMS, store activities, task and rewards features, notifications, referral activity, web access, and related digital tools made available by Paradigm Limited. These terms apply to the mobile app, web app, API, support channels, and any related services we operate under the Topteller ecosystem.

Users must provide accurate registration, contact, and KYC information and must keep account data current.

Users are responsible for the security of their password, transaction PIN, recovery methods, device sessions, and any approved login methods.

Services are executed based on the details supplied by the user. Phone numbers, decoder numbers, meter numbers, betting account identifiers, CAC data, sender IDs, and delivery emails must be reviewed carefully before submission.

Some services depend on third-party providers. Processing speed, stock availability, validation results, and final delivery can vary depending on provider response and operational conditions.

Certain products, including PIN products, queued card-print batches, digital documents, and custom requests, may be fulfilled in stages where stock, provider confirmation, or manual review is required.

Users must not abuse the platform, reverse engineer services, automate harmful traffic, attempt chargeback fraud, impersonate other people, submit false KYC information, or use the system for illegal, deceptive, abusive, or unauthorized activity.

Paradigm Limited may suspend, restrict, review, or terminate access where fraud, abuse, sanctions exposure, duplicate identity use, payment disputes, suspicious activity, or policy breaches are detected.

We may revise fees, limits, supported services, payout rules, membership benefits, referral programs, and platform workflows as the service evolves.

We collect and process information required to operate the platform, including identity details, contact details, device/session data, wallet activity, transaction history, KYC submissions, service requests, sender ID requests, uploaded files, notification tokens, and support interactions.

This information is used to authenticate users, process transactions, prevent fraud, comply with regulation, communicate service updates, verify service targets, manage disputes, improve product quality, and maintain operational records.

Where necessary, we may share limited information with payment gateways, billers, identity-verification vendors, SMS/email providers, cloud/file-storage partners, and lawful authorities strictly for service delivery, compliance, fraud prevention, or legal obligations.

We retain records for operational, audit, compliance, tax, dispute-resolution, and security purposes for as long as reasonably necessary. Users may request profile updates or support review, but some records may be retained where the law, financial controls, or legitimate business obligations require it.

Digital value services can fail, delay, partially complete, validate incorrectly, or become temporarily unavailable because of provider outages, stock shortages, API downtime, unstable connectivity, maintenance windows, or external operational constraints. Topteller does not guarantee uninterrupted availability of every third-party service at all times.

Wallet funding, betting funding, airtime, data, electricity, TV, CAC, PIN generation, and messaging services are processed on a best-effort basis subject to validation rules and external provider response. A successful debit may still require reconciliation, manual review, requery, staged fulfillment, or refund where an upstream provider does not complete the request as expected.

Users are responsible for verifying recipient details before confirming payment. Paradigm Limited is not liable for losses caused by wrong user input, compromised user credentials, device negligence, unsafe sharing of OTP/PIN/passwords, or actions taken outside approved support channels.

Nothing on the platform should be treated as legal, tax, accounting, investment, or regulated financial advice. Services are operational tools, not professional advisory services.

Wallet balances, service debits, transfers, PIN batch requests, provider fees, and membership charges are recorded electronically. Refund timing depends on the service type, provider response, payment channel, and operational review.

Queued or pending products may remain in processing until provider stock or confirmation is available. Partial fulfillment may occur for batched PIN products and similar inventory-driven services.

Where fraud, duplicate claims, abuse, identity conflicts, compliance review, provider disputes, or suspicious charge activity is detected, funds, services, or withdrawals may be held while the platform investigates.

Users must not register duplicate identities using the same regulated identity data, use another person's BVN or NIN, use stolen payment sources, send unlawful or deceptive messages, post abusive content, manipulate provider responses, exploit bugs, or attempt unauthorized scraping, credential attacks, or transaction replay.

Bulk communication tools must not be used for spam, fraud, unlawful promotions, hate content, or any communication that violates telecom, privacy, or consumer-protection rules.

For support, policy questions, disputes, or compliance enquiries, users should contact Paradigm Limited through the approved help and support channels inside the app or official company contact routes. Only communications from verified Paradigm channels should be trusted for account recovery, compliance requests, or service directives.
